Keith Barton was a featured speaker at K12 Facilities Forum ’17.
Keith is currently the Affirmative Action Officer for Newark Public Schools in New Jersey. For approximately 4 years of his 22 years with the district, he served a dual role as the Executive Managing Director of Operations. In this role he was responsible for custodial operations, trades (repair service), design & construction and fixed assets. The facilities department has an 800 person team, an annual budget of approximately $80 million and a capital budget of $30 million.
Prior to this he served in various instructional roles including Supervisor, Special Assistant to two Superintendents, Director of School Support Operations and Principal of a K-8 school with 600 students. While working in these capacities he focused on developing efficient operational strategies, assisted with an overhaul of the district’s discipline policy and the measurement of student growth on various assessments.
Keith is state certified as a teacher, principal, superintendent and an educational facilities manager (CEFM). He is nationally certified as an Affirmative Action Professional (CAAP). Mary is the Deputy Chief of Planning and Construction for Chicago Public Schools. CPS is the third largest school district in the nation with 390,000 students. She is responsible for the capital improvement of 523 campuses comprised of 800 buildings. Overall, this is equal to 60,000,000 sq. ft. In addition, she oversees all new construction work for the district. Other responsibilities include environmental management, furniture, and real estate acquisition, disposition, leases and licenses.
She brings a unique skill set to the job. She has 20 years of experience with both K-12 and higher education in planning and construction. 16 of those years have been with CPS. Under her guidance, new construction standards were developed to reduce construction and maintenance cost. She continues to refine the CPS assessments tool to identify critical capital improvement projects. She has overseen development of building standards for specialized education spaces such as STEM and personalized learning.
Prior to CPS, Mary was in a private architectural practice focusing on commercial spaces. She is a licensed architect in the state of Illinois. James Morris began his career in education thirty-seven years ago as a teacher in the Los Angeles Unified School District and retired this past June as the Superintendent of the Fremont Unified School District in Fremont, California. Prior to being appointed Superintendent in Fremont in July 2010, he worked as the Chief Operating Officer and Chief of Staff in the Los Angeles Unified School District (LAUSD).
During his career, he served as a teacher, a principal, and a variety of other administrative positions including Assistant Superintendent of Instruction, and Superintendent of District 2 supervising over 100 schools with 103,000 students and families in the San Fernando Valley.

Brian G. Busby serves as the Chief Operating Officer for the Houston Independent School District, the nation’s seventh largest school district. A 21-year veteran with HISD, Busby has served in his current post since December 2016.
In his role, he oversees an annual operating budget of more than $260 million and leads a workforce of more than 7,000 employees from seven major departments, including construction, transportation, nutrition, police, facilities, support and strategic engagement and outreach.
His oversight includes bond construction programs, totaling more than $3 billion, and a real estate portfolio with more than 30 million square feet of facility space in more than 600 buildings at more than 300 locations spread out over 300 square miles. He also manages a fleet of nearly 1,000 buses that travel more than 15 million miles annually, a food service operation that serves 250,000 meals daily and a public school district police department that is the only one of its kind to be accredited by the Commission on Accreditation for Law Enforcement Agencies.
Busby began his career with HISD just two years after graduating from high school, working as a custodian. He quickly advanced, serving in a variety of departments and positions, including stints as General Manager and later Officer of Facilities Services.
A graduate of the University of Phoenix and the University of Houston, Busby received his bachelor’s degree in Business Management and master’s degree in Business Administration. He has served as an active member of the Association of Business Professionals, Texas Association of School Business Officials, the Cleaning Industry Association and the Executive MBA National Honor Society. Brett is currently the Chief Operations Officer for Springfield Public Schools in Springfield, Oregon. In this role, Brett oversees all operational functions of the District, including facilities management. The Springfield School District is the 12th largest public School District in Oregon with a total student population of approximately 11,000 students. The District operates 20 school facilities, 7 District buildings and 372 acres of grounds.
With approximately 22 years of School Business Official experience, Brett has served in his current capacity for 16 years. Prior to his current position, Brett served as the Business Manager in two other Oregon School Districts for 6 years. Frank X. DarConte, PhD, RA is a licensed architect in New York State and an experienced leader within all areas of facilities construction and construction management. He currently serves as Vice President for Planning and Development for The DeMatteis Organizations where he is responsible for business development efforts and industry outreach. Working with project teams across the company’s real estate development and construction services network, he facilitates a deliberate, company-wide focus on value-based innovation and collaboration. Throughout his 35 year career, Dr. DarConte has progressed through a series of positions including project field superintendent, project manager, and project executive. In these various capacities he has participated in over one billion dollars’ worth of construction projects including a number of highly visible, large-scale metro area projects such as EAB Plaza, Uniondale, NY, the USPS GMF/VMF at Spring Creek, Brooklyn, and the West Campus Tournament Facility at the Billie Jean King National Tennis Center, Flushing Meadows, N.Y.
Dr. DarConte holds a PhD in Civil Engineering from New York University’s Tandon School of Engineering where he is also a faculty member in the undergraduate civil engineering/construction management program. In addition he holds a M.S degree in City and Regional Planning from Pratt Institute and a B.S. in Architectural Technology from NYIT. His research interests are focused on construction project delivery and the building of high-performance teams where he is conducting ongoing investigations related to industry best practices through Tandon’s Department of Civil and Urban Engineering Center for Construction Management Innovation (CCMI). Dr. DarConte currently serves as the faculty advisor for the AGCNYS Student Chapter at NYU and holds professional memberships in the American Institute of Architects and the Society of American Military Engineers.

Guy Mehula joined VaniR Construction Management, Inc. as President in May 2015 and is based in the Sacramento Corporate Headquarters. Mehula brings more than 40 years of experience in the construction industry, leading highly experienced teams of construction and project managers. Previously, while at Parsons, Mehula headed up the global buildings division and was later named President of its Middle East division. Under his tenure, Parsons Middle East achieved record sales growth and doubled in size to over 5,000 construction professionals. Before that, he was Chief Facilities Executive at Los Angeles Unified School District (LAUSD), where he led the second largest school construction program in the country. Under his leadership, he oversaw upgrades on 77 million square feet of buildings and the construction of more than 100 new schools in 8 years, totaling $20 billion in school construction. Prior to LAUSD, Guy achieved the rank of Captain during his 29-year career in the United States Navy, managing a number of large-scale global assignments.
